Upgrade of brake testers in compliance with the German Directive 2011

 

For many brake testers of German manufacturers (MAHA, AHS Prüftechnik, Beissbarth, Cartec, Hofmann, BOSCH, ATT and many more), there is the possibility to upgrade old brake testers (manufactured before 10/2011) in accordance with the German Directive 2011 – no matter what age the brake tester is! Merely the mechanical prerequisites must be met. We offer you the possibility to check comfortably and free of charge via questionnaire if your brake tester can be upgraded. If the brake tester is upgraded, it will fulfill all requirements of the Directive 2011 and dispose of an ASA Livestream Interface then.

 

Routine testing and calibration:

We are happy to take over the routine test according to Rili 2011 and calibration according to ISO 17025 DAkkS for retrofitted brake testers (and many other manufacturers / models).

Legal information regarding the upgrade:

The possibility to upgrade a brake tester is confirmed by the German Directive 2011 for the application, nature and inspection of brake testers, dated 12th April 2011: RiLi 2011, § 1.2 par. 2

Brake testers for which an expert report has already been issued before 1st October 2011 as per the Directives dated 21st October 1968 (VkBl. 1968, page 542), dated 26th July 1978 (VkBl. 1978, page 348) dated 9th May 1990 (VkBl. 1990, page 320) or dated 2nd April 2004 (VkBl. 2003, page 303) only need to be reviewed in terms of possible functions according to 2.2 of this Directive, if the requirements as per number 3 and 6 of this Directive are already proven by existing expert reports.

In order to create legal certainty for our customers and the OEM manufacturers, we have ordered an independent expert report. This confirms that our upgrade has no essential influence regarding the machinery directive, thus fully preserving the original CE conformity declaration, type examination as well as potential warranty claims of the manufacturer for his brake tester.

Furthermore, the BMVI (=German Ministry of Transport) comments on the upgrade of brake testers by third-party manufacturers (in its letter dated 27th January 2017 – ref.no. : LA 20/7345.2/80-3). The content of this letter to the named agency in charge – TUV Nord Mobiliät GmbH & Co. KG IFM – is as follows:

The BMVI confirms that from the Ministry’s point of view there is nothing against a new inspection of brake testers with an upgrade of third-party manufacturers (to the state of Directive 2011). This upgrade needs to be assessed in compliance with §1.2 of the Directive 2011 by the named agency.
